PDMCC CLUB CONSTITUTION
- The name of the club) hereinafter referred to as the club shall be “Preston & District Motorcycle Club
- The clubs hall subscribe to & be an affiliated member of the Auto Cycle Union which is the governing body of motorcycling and shall be bound by their rules and regulations through the local ACU Centre.
- Objects & aims of the club
To promote, encourage, organise & demonstrate the sport of motorcycling, motorcycle racing & general motorcycle sports and pastimes & such similar sporting and social events as may be suitable for the tracks used by the club. Also to organise social functions for members and their guests i.e. Annual Presentation Evening which will be held every November.
To organise competitions for members of the club & to afford opportunities for members of the club to participate in competitions by similar clubs and associations, provided that the same are promoted under the general competition rules of the ACU.
To maintain & conduct the club for the accommodation of members & to generally afford to them all the usual privileges, advantages and conveniences of the club.
To provide members with information, and where possible assistance.
To be aware of the local administration of the laws & regulations affecting motorcycles and motorcycling & to report any proposed local action to the ACU.
To purchase, take on lease or hire any property & equipment which is necessary for the promotion of the objectives of the club.
To sell, hire or dispose of or turn to account all or any of the property or assets of the club as may be thought expedient with a view to the promotion of the club objectives.
To borrow or raise monies for the purposes of the club on such terms & on such security as may be thought fit.
To invest the monies of the club not immediately required for its purposes in or upon such investments, securities or property as may be thought fit, subject nevertheless to such conditions (if any) & such consents (if any) as for the time being imposed or required by law & subject as hereinafter provided.
To establish & support or aid in the establishment & support off any charitable associations or institutions & to subscribe to or guarantee money for charitable purposes in any way connected with the purposes of the club or calculated to further its objectives.
To do all such other things as are incidental or conductive to the attainment of the above objectives or any of them.
Any member conducting him//herself in a manner considered not to be in the best interests of the club, either physically or verbally and which could bring the “club” and/or the sport of motorcycling in to disrepute is liable for a fine or having his/her membership terminated, in such cases the local centre of the ACU and the governing body of the ACU would be notified of such action.
The position of President may be an annual or permanent appointment. The Chairperson, Secretary & Treasurer terms of office are for periods of 3 years staggered in rotation to ensure that there are always 2 experienced Officers holding positions. The Vice Chairperson, Assistant Secretary, Membership Secretary, Trophy Secretary, Road Race Secretary & Social Secretary are to be elected annually, any 2 of the latter 5 positions maybe joint positions. Election of officials will be made at the AGM of the club at a time and place decided by the committee in office for that year.
- ELECTION OF OFFICIALS
Any club member is eligible for election as officers of the committee provided he/she has held unbroken membership of the club for a minimum of 3 years except in an emergency when an officer is obliged to resign before his/her term of office is completed, the member replacing the resigning member will only serve in office until the next AGM. Members wishing to put themselves forward for election must submit their intention in writing, signed by them & also signed by the Proposer & a Seconder who must also have been a club member for the minimum of 3 years, the nomination must reach the Secretary at least 14 days prior to the AGM, members already in office & are at the end of their term but wish to continue in the position are not required to have a proposer or seconder but must notify the Secretary or in the case of the secretary being due for re-election notify the Chairperson in writing of their intent within the time limit as above. Members must produce a current club membership card before being allowed to vote on election of officers and any other club business.
- SUB COMMITTEES
These may need to be formed to assist with the organising and running of various club events, members can volunteer or be co-opted to serve, the minimum membership requirements is not required to serve on a subcommittee but there must be at least 2 officers of the club serving on such committees. Members are expected to be willing to help in any way with the running of any club event when requested to do so, any member refusing such a request without just case is considered to not be a loyal club member & at the discretion of the committee have his/her membership terminated and/or refused in the future.
Each & every member undertakes to contribute to the assets of the club by way of membership fees; the annual subscription for club membership of £12.00 is due on the 1st January & must be paid to the Membership Secretary accompanied by the completed membership form. Membership fees will be reviewed at each AGM.
Membership applications will not be accepted after 12noon on the final race day of the current season and up to midnight of the current year.
MEMBERSHIP FEES MUST BE PAID TO THE MEMBERSHIP SECRETARY ONLY
- CLUB MEETINGS
These will be held periodically throughout the year and will be held at Bamber Bridge Conservative Club.
Committee meetings will also be held periodically throughout the year. Members may call and Extraordinary General Meeting by submitting a request to the secretary in writing giving at least 14 days’ notice & signed by not less than 10 fully paid up members.
The monthly accounts of the “club” will be produced at each of the meetings for information of members. This report is to be agreed and seconded by the committee members present.
The minutes’ secretary will take minutes at all meetings and passed to the “Club Secretary” for reproducing and circulating to all club members.
A minimum of 7 members of the committee must be present at any meeting of the committee. VOTING in the event of equality of votes taken, the Chairperson will have the casting vote, otherwise the chairman carries no casting vote.
- REMOVAL OF COMMITTEE MEMBERS
Either by resignation, incapacity absenteeism for six consecutive meetings, breach of “club” constitution or to be voted out of office by a majority vote of other committee members.
In the event of the club ceasing to exist their remains, after the satisfaction of all its debts & liabilities, any property whatsoever, the same shall not be paid to or distribute among the members of the club, but shall be lodged with the North Western ACU Centre for safe keeping, the NWCACU shall be requested to act as trustees for any monies remaining until such time as the club may be reformed.
- RACE FORMAT
The racing classes to be competed for each season will be decided at the AGM for the following season, following discussion at a meeting of competitors at a time and place to be decided. The championship format will be agreed by the committee and adhered to for the following season, racing members are required to familiarise themselves with the ACU regulations and the National Sporting Code and also familiarise themselves with the Supplementary Regulations of issued with race entry forms. Failure to acquaint oneself with any or all of the above will in no way allow exemption from same.
- TERMINATION OF MEMBERSHIP
Membership of the “Club” can be terminated for any of the following reasons
- Lapse of annual membership
- Breach of membership condition
